摘要
《中华人民共和国河道管理条例》是加强河道规范化管理和依法行政的重要依据与基础,自1988年颁布实施以来,已经发挥了重要的作用。但随着我国经济体制改革的发展,中央治水思路的变化以及一系列新的法律法规的出台,为继续发挥其对规范河道管理的重要作用,必须对其进行修订,以满足现实管理的需要,体现新形势下的治水新思路。
The ＂Regulation of River Administration of the People＇s Republic of China＂ is the important reliance and base for strengthening the standardized administration of the rivers with the relevant laws and regulations. Since the promulgation and implementation in 1988, the regulation has played in the field concerned. However, along with the deepening of the economic sys- tem reform in China, the change of the idea of water-control from the central government, and the promulgation and implementa- tion of a series of new laws and regulations, the regulation is necessary to be revised and amended, so as to remain its great effect on the standardized administration of the rivers to meet the actual demand from the administration, and then presents the role of the new idea of water-control under this situation.
