摘要
就国内天然气资源、消费市场及利用规划看,与工业发达国家一样,实施输气管网全国大联通是天然气工业发展的必然趋势与要求。分析实现管网联通存在的问题认识到:通过进行前瞻性规划、完善法律法规建设、完善相关国家技术标准、开发天然气利用新技术等措施,在全国范围内实施输气管网大联通是可行和紧迫而且必要的。一个完整的、科学的天然气大网络,不仅能优化国家资源配置与设备利用,而且能大大增强输气系统的安全性、可靠性和灵活性。
With regard to natural gas resource, consumer market, and utilization planning, it is inevitable trend and demand for natural gas development to conduct with countrywide connection of trunklines, as in many developed countries. Through the analysis of problems existed in such a connection implementation, it's not only feasible, but necessary and essential to carry out the great connection of trunklines in the range of the whole country if foresighted planning, perfect construction of rules and laws, pertinent national technical standard, and new technology development for utilization of natural gas could be processed very well under its way. With the integrated and scientific networks, the allocation of the national resources and utilization of the equipments can be performed in the optimal way, while at the same time, the safety, security, and flexibility of the transport system will be greatly enhanced.
