摘要
公民参与公共政策过程正成为公共政策领域内的一个普遍现象。不论是政府本身的局限,还是决策本身的要求,抑或是公民素质的提高以及决策环境的变化,这一切都为公民参与公共政策过程提供了可能性。同时,在体制内与体制外的宏观方面以及公共政策具体过程的微观方面,我们都可找到公民参与公共政策过程的可能途径。
Citizen＇s participating in the public policy process has increasingly become a prevalent phenomenon in the field of public policy. All these factors make citizen＇s participation possible： the limitation of government, the attribute of policymaking, the improvement of citizen＇ s capacity, and the change of policymaking environment. Meanwhile, we can find approaches for citizen＇ s participating in the public policy process both in the macro - dimension of political system and in the micro-dimension of actual public policy process.
