摘要
控制性详细规划在由技术性蓝图逐渐转变为公共政策的过程中,由于许多深层次的原因而存在与规划设计、规划管理严重脱节等问题,因此,在社会科学层面,应不断探索规划控制的方法,为政府在市场经济下提供更多、更重要的引导和调控工具,而控制指标也应随社会的发展而不断地适时调整,并与相关规范相协调。
