摘要
加快建设法治政府,全面推进依法行政,是我国十一.五时期的重要任务。当前,行政执法的权力型、运动型、趋利型特点与建设法治政府的目标不相适应。公共行政由执行转向执法是市场经济的必然要求。行政执法已成为现代行政管理的一种重要手段,这将会引起我国行政管理方式的重大变革。重构我国行政执法的基础、运行方式、管理模式、保障机制是促进行政管理的民主化、法治化,建设社会主义法制国家的必由之路。
It is an important mission in the eleventh five - year - plan period to accelerate construction of the rule of law government,and to push forward the administration by law in our country＇ s cnowadays. The characteristics of move ,power and benefit in enforcing the administrative law are not adaptable to the goal of constructing the rule of law government. It is inevitable to transform excuting into enforcing the law in the market economic system. Enforcing the administrative law has become one of the important methods in modern administration. It will lead to a great change in our country＇ s administration fashion. It is necessary to reconstruct the foundation, operation mode, management pattern and safeguard mechanism in enforcing the administrative law for constructing socialist rule of law country and promoting administration to democratization and rule of law.
