摘要
政策工具作为地方政府调控经济运行的直接手段,在推动和引导各项创新活动中被政府部门广泛运用。本文主要对财税激励政策、金融信贷政策、人力资源政策、中介服务体系政策、中小企业发展政策、政府采购政策等在推动欠发达地区创新体系建设中的运用作出分析和建议。
The policy tool is one kind of efficient measures to stimulate technical innovation by the government of the underdeveloped region. The paper introduces the main policy tools in Regional Innovation System（RIS）, including finance, banking, human resources, the service system, small and medium-sized corporation and government procurement. Based on the analysis of six policy tools, some policy implications are put forword at the end of this paper.
