摘要
为了提高石油化工企业应急预案的可操作性,减少事故发生后的损失,非常有必要对应急预案的完善程度进行综合评价,以便为相关部门的决策提供定量依据。以层次分析法为基础,依据应急预案的特点和相关要求,选定15个评价指标;构造应急预案完善程度影响因素的层次结构,建立综合评价模型,求出各指标的合成权重;利用线性加权模型得出综合评价结果,并确定改进的工作重点。实例表明,这种方法具备一定的实用性和科学性。
In order to improve the operability of emergencycounterplan in petrochemical enterprise and reduce accident cost,it is necessary to comprehensively evaluate the perfection of emergency counterplan. In this article, 15 evaluating indicators are selected based on analytic hierarchy process according to the characteristics and requirements of emergency counterplan, hierarchical structure of factors influencing its perfection is constructed, overall evaluation model is established , composite weighting of each indicator is figured out,overall evaluation result is obtained based on linear weighting model, and key emphasis in work is determined. Examples show that it is a practical and scientific approach.
