摘要
医院所面临的两大困境是财政补助不足和医院收支结余萎缩。要缓解“看病贵”问题,医院在经营管理中,应该强化市场经济意识,创新医院经营理念与管理模式,把立足点放在挖掘内部潜力、优化内部资源结构、强化成本管理、完善内部机制上。由于“四降一升”改革减少的收入,医院可以通过调整医疗服务收费和增加政府投入而得到补偿。近年来,医患双方纠纷的发生明显增加,赔偿费也越来越高。医院希望健全医疗责任保险的相关法律、法规,利用医疗责任保险来转移医疗纠纷风险、减少赔偿金,从而保护医患双方的利益。随着我国市场经济和卫生事业改革的逐步深入与发展,医院将建立新的思路,采取新的举措,将社会效益、工作效率、服务质量密切结合,不断促进医院医疗质量和服务水平的整体提升,从而增强医院核心竞争力。
The main difficulties that hospitals are facing are insufficiently financial compensation and shrinking of balance of income and expenditure. To alleviate the issue of visiting doctor being expensive,the hospitals should reinforce the cognition of economic marketing,inaugurate their ideas of operation and management models,and focus on developing internally potential power, optimizing internal construction of resources, strengthening cost management and perfecting internal mechanism. The income decreased for four decreases and one increase could be compensated through adjusting charge for medical service and increasing compensation from government. In recent years, the dissensions between doctor and patient arc increasing and the compensation is also increasing. The hospitals hope that the laws and regulations related with medical responsibility insurance could be perfected, which could transfer risks of dissensions between doctor and patient and decrease compensation to protect the benefits of doctor and patient. With the development of economic marketing and reform of heath service, the hospitals will establish new ideas and take new measures, combine social benefit and work efficiency with quality of service, continuously advance quality of service to strengthen the core competition of hospitals.
