摘要
目的进一步加强住院病人收费的日常管理工作,规范医疗收费行为,防止出现多收、错收或漏收、少收病人费用现象。方法2005年8月科室选出2名责任心较强、乐于参加科室管理的护理人员兼职物价管理员,负责本科室收费标准的执行、住院病人费用的检查核对、医疗保险制度执行情况以及科室医疗经济收支预算等工作。结果抽查2005年6月-2006年3月期间住院病历450份,发现有收费缺点错误的285份,占63.3%,发现并纠正收费问题共1 277处,共计发生费用绝对值总和(有多收、有少收或漏收)为25 000多元;医保病人费用每季度控制在指标范围内,减少了由收费引起的投诉纠纷,病人出院满意度由2005年6-8月的92.12%上升为2005年9月-2006年3月的100%,有效地融洽了医患关系,提高了病人对医院的信任度。结论科室设置兼职物价管理员,对医疗收费起到有效的监控作用,能及时发现并纠正医疗收费中出现的问题,有效地遏制医疗收费中的各种不正之风,规范医疗收费行为。
Objective To enhance the management of routine expenses charging of in-patients and to standardize medical price in order to prevent mistaken charging. Methods In Aug. 2005, two responsible nurses were selected as part-time price manager, taking charge of inspection of inpatients' expenses, execution of standardized charging in the department and medical insurance and budget of the hospital. Results 450 medical documents of in patients were checked from Jun. 2005 to Mar. 2006. 1 277 charging mistakes were found and corrected in the 285 documents (63.3%), with a total amount of 25 000 Yuan. The expenses of the patients with medical insurance were controlled within the quota in each season so that the cases of complaints and disputes arising from expense charging were reduced and the satisfaction degree were raised from 92.12% in Jun-Aug, 2005 to 100% in Sep. 2005 to Mar. 2006. As a result, the doctor-patent relation was harmonized and the trust of patients to the hospital was enhanced. Conclusion Appointment of a part-time price manager in every department is effective in monitoring and inspecting the expenses charging. It helps find and correct the problems in expense charging so that the medical expense charging is standardized.
