Approach on performance of the implementation for the Rural Distance Education Project in Gansu

摘要 提高应用效益是国家农村远程教育项目实施的关键。本文在利用绩效评价指标对甘肃农村远程教育试点项目进行评估的基础上,就项目的运行现状和项目运行中存在的问题进行了分析,并提出改进绩效的具体措施。 For recent years, the government has increased the investment for the construction of educational information in rural areas and constantly delivered course and professional learning resources via modern distance education technology. However, if the equipment and facilities are laying aside and being neglected, even just used as a show-case, not used effectively, then it will be a huge waste.Based on that, this research has adopted DelPhi method of survey and formulated the performance appraisal index. Meanwhile, using the methods of questionnaire, field work and interview, it has offered appraisal on the implementation outcome for the Rural Education Project in Gansu from the respect of resources application on the part of teachers, their ability and level, teacher training, management and support.Through summary of the research findings, the authors outline the current state for the implementation of the project through 4 respects including the general body of the teachers, students, management and backbone of the teachers. The authors not only make analysis of the existing issues, but also discover the reasons for that: the comparatively low level for teachers' comprehensive ability, the teachers' lack in understanding the resources, inefficient backbone teachers and technicians, low adaptation of the resources, higher cost which beyond the affordability on the part of the institutions, no guarantee for full load operation for the facilities, superficial and dogmatic management and supervision.At the end of this paper, the authors proposes the strategy for performance improvement: to enhance supporting environment construction from resource support, intelligent support and funding support; improve human resources training including training for backbone teachers' training skills; strengthening training demand analysis, designing training schemes and improving training evaluations; increase supervision degree and pay attention to the effective application of the resources.
