“不以获取利润为目的,而是追求特定的社会目标,主要为社会公众提供基本医疗服务并完成政府交办的其他任务”的公立非营利性医院应明确其社会职责,强化其公益性职能,主动去探索缓解群众看病难的有效途径和方法。
Public hospital＇s goals were non-profit and public interest. And its functions were basic medical service provision. So the public hospital should achieve its social responsibility and strength its public interest to solve the problem of difficulty of getting medical treatment initiatively.
