摘要
西部高职高专人事管理存在外部环境和内部机制方面问题,其原因也是深层面的。要发展就要加强人力资源开发管理,要在自己力所能及的范围内着力推进人事管理向人力资源管理的转变。
There are a variety of reasons for the problems in personnel management such as the external environment and the inner mechanism. One of the solutions is to strengthen the development of personnel resources and to reinforce the transformation from staff administration to personnel resources management in whatever way.
