正是由于印度公共卫生保健重预防、具有明确的目标定位以及卫生政策的强连续性,使印度在政府公共卫生支出非常少的情况下仍能保持较好的医疗公平性。
This paper introduces the basic conditions of the Public Health and Medical Service System in India. At first, this paper introduces the respective responsibility for the governments of all levels, managing mechanism of India's Medical Health Care System, and the conditions of the financial expenditure for the Medical Service System. Next, this paper gives emphasis on the introduction of three-level medical network in Indian villages, constitution for the basic medical organizations, as well as the existent problems. At last, this paper introduces the characteristics of India's Public Health and Medical Service System. The following are three reasons how India can keep its medical services relatively fair at a low medical expenditure.
