摘要
在城市轨道交通进入快速发展时期的背景下,深入贯彻落实“科教兴市主战略”,依托科技创新加速推进网络建设,是上海城市轨道交通发展的一个重要战略举措。剖析了目前世界城市轨道交通在施工技术、设备系统、控制技术、功能设施、运营管理等方面的发展趋势,指出加速打破技术垄断,形成自主设计生产能力,直接关系着我国城市轨道交通事业的可持续发展,也是推进科技创新的突破口。介绍了上海城市轨道交通科技创新的现状,在此基础上说明了“十一五”上海城市轨道交通技术创新的主要任务是:重点围绕工程建设、装备制造、运营管理3个应用方向,研发14项重点课题,攻克相关的32项关键技术,为基本网络建设运营提供有力的技术支撑。提出围绕科技创新的战略要求,需要以项目为平台、以人才为基础、以重点关键技术为突破口,着重建立四大推进保障机制,来进一步发挥企业科技创新主体作用,促进产、学、研相结合。
In the context of rapid rail development, it' s an important strategic action of Shanghai rail transit to carry out "The Main Strategy of Vitalizing the City through Science and Education", and to rely on scientific and technical innovation for accelerating rail network construction. After analyzing the current development trend of world metro in construction technology, equipment systems, control technology, functional facility, operational management and other aspects, the author points out that accelerating the proems of breaking technology monopoly, forming independent design and procluction capabilities, are directly related to the sustainable development of rail transportation in China and to the promotion of scientific and technical innovations. Based on the present situations of Shanghai rail transit scientific and technical innovations, the author states that the primary minion of scientific and technical innovations during "the 11th Five-Year Plan" are to de, celop 14 key topics and to seize 32 essential technologies focusing on three application directions: project construction, equipment manufacture and operation management, and to provide powerful technical support for the construction and operation of basic rail network. According to the request of scientific and technicaly innovation strategy, it' s necessary to set up four mechanisrns of promotion and maintenance to play the role of enterprise in terms of innovation and promote the integration of production, study and research with project as the platform, talented persons as the foundation and the key technology as the breachthrough.
