摘要
黑龙江省某公立医院结合医院的实际情况设立了基于平衡计分卡原理下的奖金考评体系。根据对该医院的实证性研究,总结了医院实施平衡计分卡绩效管理后的阶段性成果:首先介绍了平衡计分卡的基本内容,然后通过德尔斐法对医院平衡计分卡体系中的指标进行了设定,并利用了统计学中的层次分析法确定了选定指标的权重,又将秩和比法应用于医院各临床科室进行了秩次排序,最后将其应用于医院的奖金考评体系中。在一年多的实践中有效地控制了医院临床科室的医疗成本,减少了患者的医药费用,增加了患者对医院的满意度,提升了各临床科室的创新能力。
Some public hospital of heilongjiang province set up bonus examination and critique system based on balanced scorecard principle unified the hospital actual station. The article basis to hospital real diagnosis research, summarized the hospital gradual achievement after implement balanced scorecard performance management: first introduced basic content on the balance scorecard, then set up the index in the hospital balance scorecard system through dephi method and determine the designation index weight used level analytic method of statistics , also applied the order and compared on the hospital each clinical administrative and has carried on an order arrangement, finally applied it in the hospital bonus examination and critique system. The hospital has effected control hospital clinical administrative medical cost in more than year of practices to reduce patient's medicine expense, increased the patient to the hospital degree of satisfaction, has promoted each clinical administrative innovation ability.
