摘要
村民自治及其制度发展的完善,能更好地促进社会主义新农村建设。要解决村民自治所面临的困境,必须从观念层面上正确解读自治权,从实践层面上激活村民自治的运行机制,从制度层面上完善村民自治的法律制度、法律规范体系。
Villagers＇ self-government and perfection of the system can accelerate the construction of the new socialist countryside. In order to resolve the difficulties in villagers＇ self-government, we should have a correct concept of autonomy,activate the functioning mechanism of villagers＇ self-government in practice, and perfect related laws.
