摘要
采用BOT投融资方式,会对我国目前基础设施建设起到积极作用。政府在BOT投融资中应当发挥应有的作用。根据BOT在我国发展的成功经验及存在的问题,我国应从建立BOT的法律框架、加强政府对BOT项目的管理和支持、制定国家的BOT战略等方面来完善BOT项目在我国的实施。
The mode of the BOT investment and financing will play a positive role in our current construction of infrastructure. The govemment should play her due role in BOT investment and financing. According to the successful experience and the existing problems in the development of the BOT in our cormtry, we should mature the implementation of BOT projects in our country from establishing BOT＇s legal frameworks, strengthening the government＇ s management and supporting to BOT projects and drawing up national BOT strategies etc.
