摘要
我国进入了经济转轨和社会转型的新时期,这是一个战略发展机遇期,同时也是一个危机易发期。为有效地防范危机,降低危机造成的灾难和损失,政府应尽快建立一整套法制化、科学化的危机管理体系,该体系应该包括危机的预警、危机的救治和危机的恢复三大系统。
Our country has entered in to a new era of both economy and society transfonnafion, It would be a chance for our strategic development, but it can also become an age ful of crisis. In order to prevent the happening of crisis and reduce the loss caused by it, it is necessary for our government to build a legal and sound crisis control system,which contains three sub-system：crisis precaution,crisis curing and rebabilitatie.
