摘要
在对科研项目经费进行分类及分析科研项目经费使用与管理中存在的若干问题的基础上,提出了加强科研项目经费管理的五大对策措施:充分发挥学校舆论正确的导向作用;完善科研项目经费管理办法;完善科研项目合同制;强化项目组长负责制,使其责、权、利真正落到实处;加强高校科研管理部门、计划财务处与项目负责人之间的联络与沟通。
Based on the classification and analysis of the problems existing in the distribution and administration of the research project outlay in colleges and universities in China, this paper sets out to present five countermeasures to the orientation of the above mentioned administration as follows： 1. Giving full play to the orientation of the consensus. 2. Perfecting the administration of the research project outlay. 3. Improving the contract system of the research project administration. 4. Nailing down the responsibility of the project principal. 5. Enhancing the contact and communication between the administration, the financial section and the project principals.
