摘要
农村劳动力转移是社会发展的一种必然趋势,是解决我国“三农”问题的关键。农村劳动力的转移必然将大量的土地集中在少数生产能手手中,要实现土地规模化经营、减轻劳动强度和提高劳动生产率,就必须加大对农业机械的投入,全面提高农业机械化水平。实践证明,发展农业机械化不仅能推进农业和农村经济结构调整、提升农业产业化水平,而且也为农村劳动力的转移提供了可靠保证。为此,简述了农业机械化与农村剩余劳动力转移的现状及问题,浅析了两者的关系,有针对性地提出了加快农村劳动力转移的建议与对策。
＂Transferring of agricultural labor force is an inevitable trend of social development and the key to solving the problem of ＂country, agriculture and peasants＂. It will inevitably gather most of the land in the hand of few skilled people. Therefore, in order to realize the scale operation of land, to lessen the intensity of labor and to raise the labor productivity, we must enlarge the investment in agricultural mechanization and raise the mechanization level all-round. Practically proved, to develop agricultural mechanization will not only move forward the economic restructuring and increase the industrialization level, but also it will offer reliable guarantee for the labor transference. The essay briefly describes the present conditions and problems of the agricultural mechanization and the labor transference, as well as their relations. It also directly puts forward the recommendations and countermeasures to accelerate the transference of the labor force in rural areas.
