摘要
在界定区域治理结构涵义的基础上,从理论上说明区域治理结构优化的关键影响因素是公共物品或服务的外溢、公共物品或服务的规模经济效应、居民需求特点与选择特性、居民的参与和地方/城市政府的责任,并详细阐述了发达国家区域治理结构优化的实践及其模式。在此基础上提出了我国区域治理结构存在的问题,指出了未来区域治理的优化方向。明确指出区域治理结构是个复杂的系统,要大力促进区域一体化、建立更少层级的政府体系、建立灵活的地方政府治理模式,重视大都市区的治理。
Several criteria was put forward which can be used to design regional governance structure. These key factors are economies of scale, spillovers, demand criteria and political criteria of access and accountability. And some models and practices in the developed countries are given in detail. Finally some directions to design regional governance structure in China was made. Some measures must be taken for these directions includes to realize the complex system of regional governance, to unify China＇s markets, to reduce the local governments, to set up a flexible local governance and to focus on metropolitan governance.
