环境基准值的科学研究与我国环境标准的修订 被引量:58

摘要 对环境基准和环境标准在概念上进行了辨析,论述了环境基准科学研究中需要把握的几个核心问题,其中最为关键的一步是不同类型生态受体的选取,因此环境基准值应该是基于不同保护对象的多目标函数或一个范围值。鉴于我国环境标准迫切需要修订这一实际,呼吁加强环境基准的研究,尤其是要开展一次国家层面上的土壤环境基准的系统研究。 ZHOU Qi-xing, LUO Yi,ZHU Ling-yan (1. Key Laboratory of Terrestrial Ecological Process, Institute of Applied Ecology, Chinese Academy of Sciences, Shenyang 110016, China) Abstract: As two important concepts in environmental science and management, "environmental benchmark" and "environmental standard" are discriminated in theory. Kernel problems holding in scientific research on environmental benchmark are discussed. The most crucial step in determining environmental benchmark values is the selection of ecological receptors. Thus, the environmental benchmark value of a pollu- tant is a multipurpose function or a range. In view of crying for the revision of national environmental standards in China, we appeal that re- search on environmental benchmark should be nationally strengthened; in particular, more researching attention should be paid to soil envi- ronmental benchmark values.
