摘要
规制影响评价是对政府规制行为的潜在影响进行系统评价,并把这些信息传递给决策者的过程,它有利于减少规制失灵,提高规制质量。本文分析了规制影响评价的内涵、对象、理论和现实基础以及方法选择,并讨论了规制影响评价在我国的应用和今后完善的方向。
Regulatory Impact Assessment （RIA） is a process that assesses the likely consequences of proposed regulations and the actual consequences of existing regulations, to assist those engaged in planning, approving and implementing improvements to regulatory systems. It helps to prevent regulation failure and improve regulation quality. This paper analyzes the nature, scope, theoretical and realistic basis, and methodology of RIA .It also discusses the use of RIA in China and the improvement to its application.
