摘要
目前,西方国家比较成熟的情报引导警务工作模式有美国的“3i”模式和英国的“国家情报模式”。将情报引导警务引入公安边防刑事侦查中十分必要。我国情报引导公安边防刑事侦查的应用模式,包含理想模式和现实模式,它们有着各自的理论基础、基本要素、实施条件、主要特点和基本走向。其中理想模式的主要特点是:变被动侦查为主动侦查;强调信息共享和协作;战略层次的情报引导侦查与战术层次的情报引导侦查相结合;重视行动总结;强烈依赖于现代通信技术;是一个开放系统。
Based on the reviews of the western Intelligence-led policing models, This paper analyzes the relationship between ILP（Intelligence-led policing） and border-control criminal investigation, transplants ILP into border-control criminal investigation, and proposes application models of border-control ILP,i.e. ideal model and realistic model of intelligence-led border-control criminal investigation. It also studies the theory basis, fundamental elements, implement condition, main characteristics and development of these two Dolicing models.
