摘要
结合五常地区的地形条件、水文气象条件及人为因素,分析了产生洪水的原因,并针对这些原因,采用各种行之有效的措施,来减少洪水所带来的灾害。
Connected with topography condition, hydrologic meteorological condition and man-made factors, this paper analyzes the reason of causing flood. And according to these reasons, the author presents all＇kinds of efficient measures to alleviate flood disaster.
