This artical introduces worldwide development of information accessibility and the present situation in China; summarizes its social significance and value of application; analyses the obstacles of people with vision handicap as well as their demands. It prospects for the future of its application and suggests the rights, interests and responsibilities of targeted groups, enterprises, research institutes and government in promoting information accessibility throughout the country.
