摘要
高等教育质量管理先后经历了自治阶段、测量阶段、评价阶段,20世纪90年代进入质量保障阶段。本科教学质量保障体系建设回应了社会对本科教育质量的担忧和怀疑,充分吸收了工商企业质量管理的方法,也是高校自我保护的方式。本科教学质量保障体系建设应当以质量生成过程的分析为基础,寻找质量关键控制点、梳理完善已有质量管理的制度,通过评价手段对这些控制点进行有效监控从而达到质量的保障。在运行中应当建立各方参与、充分协商、信息共享的组织体系。
Since the 1990s the management of higher educational quality has entered into a phase of quality guarantee after its preceding phases of autonomy, measurement and evaluation. The construction of an undergraduate teaching quality guarantee system makes a response to society's worry or doubt about undergraduate educational quality, and fully draws on methods used in quality control of industrial and commercial enterprises. Also, it is a way of a university's self- protection.
