摘要
对影响天然气价格变动的主要因素进行了分析,提出了天然气定价公式设计应遵循的3个基本原则,即油气等热值等价原则、最终经济界限原则和保证企业合理利润的原则。在此基础上分析了西气东输项目定价公式及其存在的问题,指出天然气定价公式设计应遵循以成本加成为基础,以价值规律为指导,兼顾市场供求关系,根据天然气市场发展状况灵活定价的基本思路。
This paper analyzes the main factors that affect gas prices,and presents the design of gas pricing formula to be followed by three basic principles:the principle of equivalent heating value have same price,principle of final economy boundary and principle of ensuring enterprise's reasonable profit.On the basis of analysis of pricing formula in West-East Transportation Project and the existing problems,it points out gas pricing formula designed to be followed to a cost-plus basis,which should take account of market demand and supply according to the role of the law,and the basic ideas of flexible pricing based on the natural gas market development.
