摘要
对为什么建立城市突发事件预警机制的背景作了宏观分析,对预警机制的内涵作了学术思考,提出了通过组织与机构建设、政府责任立法、信息公开和公民参与来建设预警机制,并从政府责任的角度作了拓展性思考。
Beginning with a macroscopic analysis on the background of the early warning mechanism of urban emergency in China, the paper discusses the meaning of the early warning mechanism. It points out that the early warning mechanism should be set up through the construction of organization and constitution, law-making on the governmental accountability, open information and the civil participation, and offers the suggestion from the angle of governmental accountability.
