The article introduces the definition of price ceiling and base price of a tender, analyzes the disadvantages of bidding with base price, illustrates the advantages of bidding with price ceiling, and discusses notices in implementing bidding with price ceiling, in order to promote the application of non-base-price bidding and price ceiling and make bidding more scientific.
