摘要
从协调经济发展与城市水环境保护的角度出发,以西安市浐灞生态区为例,对浐灞河水的污染现状、趋势进行分析,得出了浐灞河水污染程度有减轻的趋势的结论。并在此基础上对河段的水环境容量和允许排污量进行计算。数据表明,浐灞生态区内河段的污染物未超过水环境容量,尚有相当的土地开发潜力,但是允许排放量较小。基于以上结论,本文针对西部城市经济发展和水环境建设的协调关系,依据循环经济理念设计了以“高水平第三产业高度发展反哺生态环境”为特色浐灞模式及其产业空间布局,并从宏观、中观、微观三个层面提出了实现区内水环境与产业经济协调发展的途径,以实现城市生态环境、人居环境和经济建设的协调健康发展。
From the angle of harmonizing the relationship between urban land exploitation and protection and reconstruction of ecological environment, taking the Chanba Ecology District in Xi'an city as a case, this research analyses the water pollution circumstances and trend. The result is that the pollution is becoming Dight. The capacity of water environment and permissibility release in the view of development is calculated, The result shows that the contaminations contents of Chan and Ba Rivers do not exceed their capacities of water environment, and there is still some potential for land exploitation. But their capacities of permissibility release are somewhat small. So for the purpose of ensuring the harmonious development among ecology environment, habitation and economy, the authors design the harmonization mode of Chanba Ecology District whose characteristic is intense development of advanced tertiary industry which would recursively support the construction of ecology environment. Also the spatial distribution of industry is suggested. Furthermore, approaches of harmonizing urban water environment and economic development respectively in macro, middle and micro scales are put forward.
