摘要
公共利益是人类群体生活的规范与目标,是政府公共行政存在的价值依据。然而,公共利益观念在当代西方公共行政理论体系中的地位和作用却不尽相同。本文首先厘析公共利益内涵的各种观点,尔后阐析“新公共管理”与“新公共服务”理论关于公共利益观念的差异与发展,取长补短,以期对我国公共行政实践有所启示。
Public interest is the regulation and goal of people ＇s group life. However, its position and function vary in the contemporary western public administration theories. The article analyzes views about public interest and differences as well as development in the theory of New Public Management and New Public Service, the paper puts forward some suggestions to our country＇s public administration practice.
