摘要
分析了四川农村户用沼气建设的指导思想和主要措施，探析了四川山丘区农村户用沼气池的现状，总结了四川沼气建设取得的经济效益、生态效益、社会效益和其他效益，提出了山丘区沼气建设的发展指导思想和到2010年的发展目标，并针对山丘区沼气建设的现状和发展目标，从政策措施、管理手段、队伍建设和技术创新等方面探讨了加快沼气建设的对策建议。
Biogas is one of the reproducible clean energy sources. It can reduce energy crisis, treat the country wastes, and realize the resource utilization in country. As the biogas technology were improved,The plan of ecdogy-home-rich with the bond of the biogas was executing in country. The biogas technology was extended widely in country. The biogas project had reached to a new development. Sichuan province is one of the areas which first researched and exploited biogas, Its biogas project was the best in China. In the new time, in order to quicken the steps of biogas project construction, we analyzed the conditions and efficacy of the biogas project, and put forward the suggestion and countermeasure for its development.
In this article, the author analyzed the guide think and the main measures of the household biogas construction in the country in Sichuan province, construed the actual state of the household biogas in Mountain and Hill Area in Sichuan province. This article summarized the economic benefit, ecological benefit, social effects, and other benefits, which from the biogas construction in Sichuan province. This article gave some suggestion to facilitate the pro- gress of biogas construction the government, the suggestion involved policy and measures, ladder of management, troop construction, and technology innovation.
The government in Sichuan province have constituted a specific guide think during the biogas construction, and took lots of measures such as Tree-hierarchy united action, overlook at stated intervals, announce the circumstance in time, set system of prize. At the end of 2005, there were 231 000 family built new biogas pool, the total number was 3 000 000. This number was the 1/6 of which in the whole China. The number in Mountain and Hill Area in Sice was 2.27 million, it＇s 81.7% to the whole province. The biogas construction brought in enormous economic benefit, ecological benefit, social effects, and other benefits. Such as reduced the intensity of labor, improve the quality of life, cut down the using of fuel, pesticide, and chemical fertilizer. It also reduced the discharge amount of carbon dioxide and nitride. The biogas construction could improve the structure of the soil, and raised the soil fertility.
From 2005 to 2010, It will built 18 000 000 biogas pools in Mountain and Hill Area in Sichuan province, it means increase 360 000 biogas pools ever year,The amount will exceed 4 070 000. It could produce biogas 1.43 × 10^9m^3 biogas. In order to reach the aim, The author advised that the government should institute and perfect the laws and regulations which could advance the development of the biogas project, pump more funds by different ways, build and perfect the biogas property management system, create new technology.
