摘要
长期以来,浙江对俄罗斯商品出口主要采用灰色清关方式。但是近年来,由于俄罗斯国内经济形势的好转和加入WTO的需要,开始整顿灰色清关,这给浙江出口企业造成了极大的损失。只有面对现实,正确认识非正规性灰色清关必将被符合国际贸易惯例的清关方式所代替的趋势,走合法清关途径,鼓励企业走出去和大力开展加工贸易的方式,才能保持对俄罗斯出口的良好势头。
Ever since a long time ago, gray clearance has been taken as a leading method in the export from Zhejiang to Russia. In recent years, Russia has commenced settling the gray clearance problems due to the improvement of its national economy and the needs of entering WTO, which caused great damages to the export enterprises in Zhejiang. We should realize the tendency that the informal gray clearance will be replaced with the other clearance modes that conform to the international trade practice. Therefore, it is crucial for us to face the reality and encourage the enterprises in Zhejiang to go outside and develop the processing trade with proper clearance ways, only in this way can we maintain the sound momentums on exporting to Russia.
