摘要
城市土地资源的集约化配置应坚持的原则是:增加土地的有效供给;实现土地资产综合效益最大化;保持土地资源的永续利用。城市土地的集约化配置需要政府调控与市场机制的结合:政府的主导作用是制定土地利用规划,建立城市土地储备制度以解决市场失灵问题,市场机制的基础作用在于形成利润最大化的土地利用空间。城市土地资源的集约化配置的主要路径是推进城市用地置换,改造旧城区和土地的立体化使用。
The principles concerned with intensive collocation of land resource in cities were illustrated as follows : to increase the effective accommodation of the land ; to realize maximum integrated benefits of the land; to keep continuous usages of the land resource. Concerned with intensive collocation of urban land resource needs to combine the macroscopic control of government with market mechanism. The leading role of government is mapping out a plan in land use, establishing urban land reserve system, in order to solve a problem that market mechanism is out of order. Market mechanism' s basal effect lies in forming a condition in maximum profit. The primary ways of the intensive collocation land resources in cities were elaberated as follows: to push on displacement of the use of city land; to transform the old city properly; to promote the allround use of the land resource and old cities.
