摘要
20世纪70年代以来,新贸易保护主义开始在以美国为主的发达国家兴起。文章提出制度性贸易保护新概念,探索美国贸易保护的制度背景。新贸易保护主义理论依据的广泛存在是美国制度性贸易保护产生的基础,其国内贸易政策的形成机制是制度性贸易保护实现的途径。从美国贸易立法、贸易决策和执行体制以及公平贸易为主的政策导向等三个方面分析了美国制度性贸易保护的内生途径。
Since the 1970s, various forms of neo-protectionism have emerged in developed countries, especially in the United States. In this paper the conception of Institutional Trade Protection is discussed in order to explore institutional foundation of the American neo-protectionism, which is the foundation of institutional trade protection in the United States. The institutional regime of American domestic trade policy provides effective approaches for institutional trade protection. This paper is an attempt to examine the endogenous approaches of institutional trade protectionism by analyzing the American legislation regime, trade policy decision-making and implementation structure, and the principle of fair trade.
