摘要
产业内部的结构差异和劳动生产率的高低等导致泛珠三角各省区第一产业在发展水平和产业结构水平上存在一定的阶梯状差距,农村剩余劳动力的大量转移、农业比较优势转换、政府推动与政策引导等诱使第一产业在区域内梯度转移。在以市场导向为主的产业转移过程中,政府的有效干预将加速实现区域内产业资源的优化配置。
In the Pan - Pearl River Delta, structure difference and labor productivity difference in industry leads to some grads distance in development level and industry structure level of the first industry. Transformation of multitude surplus labor in countryside, switching of comparative advantage in agriculture, government impulse and policy guidance induce stepping transformation of the first industry in the zone. In the course of industry transformation mainly leaded by market, the efficient intervene government will accelerate to achieve prevailing configuration of industry resources in the Pan - Pearl River Delta.
