摘要
2000年,为了医疗保险的稳定运作,政府开始主导医疗改革,但改革进展缓慢,深层次问题未得到解决,其中有三个主要原因:医疗改革目标与措施分离;各部委缺乏协调,没有统一目标;改革措施繁多,缺乏突破口。
After 2000, government began to lead medical reform for ensuring steady operation of medical insurance system, but the effect was dissatisfactory. The paper described three main reasons of this phenomenon ： separated aim and step of medical reform ; lacked harmony of sectors, without uniform goal ; too many reform measure, no right breakthrough.
