摘要
为了解决水资源规划庞杂的知识及其整合问题,构建了以工作流为主线的水资源知识管理框架。该框架考虑到水资源综合规划与管理涉及面广、半结构化明显的特点,将知识管理和业务流程相结合,完成水资源规划各流程的知识流和关键知识节点的梳理。以全球环境基金(Global Environment Facility,GEF)海河流域水资源水环境综合管理项目为背景,说明了该框架的应用过程。该管理框架可以有效地实现水资源规划的知识管理以及稳定而可持续的知识积累,为数字流域模型作准备。
A business process-based concept framework for water resources knowledge management was constructed to solve numerous knowledge and integration problems. The framework considers many aspects and semi-structured features in water resources planning and management by combining knowledge management and business processes. The framework can sort knowledge flows and the knowledge key nodes from the water resources planning process and was applied to the Global Environment Facility (GEF) project for the Haihe River Basin Integrated Management of Water Resources and Environment Project. The framework can realize effective management of water resources planning knowledge, and enables full sharing of information and knowledge.
