摘要
传统的回报率管制模式存在效率低下、A-J效应等一系列问题,基于绩效的管制模式能够有效解决效率低下的问题,但由于存在效率与服务质量之间的矛盾使其有效性受到质疑。在对现行应用广泛的价格上限管制模式进行分析的基础上,结合我国电力改革的实际提出了一种考虑服务质量的综合型输配电价格管制模型,即在价格上限管制模型中加入服务质量因子以缓解效率与服务质量之间的矛盾,并对模型中各参数的确定提出建议,对服务因子进行算例分析。
The returned rate of the traditional regulation mode has a series of problems such as low efficiency, A-J effect and so on. The performance-based regulation mode can solve the low efficiency problem effectively. But the performance-based regulation method causes the contradiction between efficiency and quality. On the basis of analyzing the price cap regulation method and considering the situation of power reform in our country, a comprehensive model of price regulation for electricity transmission and distribution considering service quality is suggested. The quality factor is added to price cap model to solve the contradiction between efficiency and quality. Some ideas are suggested about decision of parameters. An example is given to analyze the quality factor.
