摘要
深圳市劳务工医疗保险自2006年3月开展试点工作以来,深受劳务工欢迎,参保人员迅速增加,到2006年10月参保人数已达300多万,社区卫生服务定点机构达337家,有效解决了看病难、看病贵的问题,人均门诊费用为59.92元,住院次均费用为2723.4元。研究发现,在深圳市劳务工医疗保险试点实施过程中,存在着卫生服务利用水平不高;供方定点医疗机构与服务人员编制数量严重不足、结构不合理;定点医疗机构缺乏有效监管;医疗费用自负比例偏高;基金结余过多、下放主导作用不明显等问题。因此,必须要明确政府在劳务工医疗保险中的主导作用和功能,增加投入,解决人员编制;提高卫生服务供给能力;进一步完善劳务工医疗保险制度建设。
Since labor workers medical insurance pilot has been carried out in March in 2006, it is deeply welcomed by labor workers. The number of participating in medical insurance is fast increasing. By the October in 2006, it reaches 300 million and the number of contract community heath service institutions reaches 337, which effectively solve the problem of high cost of getting medical treatment. The average outpatient expense per capital was 59.92 RMB and the average inpatient expense per capital was 2723.4 RMB. The research showed that during the implementation of labor workers medical insurance pilot in Shenzhen, there were some problems as following: 1 ) the level of utilization of health care was low; 2) the numbers of contract medical institutions and medical workers were lack and the structure was irrational; 3) there was lack of effective supervision on contract medical institutions; 4) the percent of out of pocket of medical expense was high; and 5) the surplus of fund was too much and a leading role was not obvious. Hence, it should determine the government's leading role and function in labor workers medical insurance, increase investment, solve personnel establishment, advance the supply ability of health care and perfect labor workers medical insurance system further more.
