On the Basic Features and the Developing Countermeasures of the Rural Human Capital in China

摘要 中国农村存在着人力资源数量多而人力资本存量少的不协调特征,形成这一特征的根本原因是城乡二元分割格局下农村人力资本投资不足导致人力资源无法向人力资本顺畅转化。化解不协调特征的发展对策是增加农村人力资本投资、建立农村人力资本供求的均衡机制,同时消除体制性和制度性的障碍,培育和完善劳动力市场。 In China, there are large populations in countries, which constitute gigantic amount of rural human resources. On the other hand, the rural human capital storage is small, which is not in harmony with the large amount of rural human resources. The inharmonic features between them derived from the insufficiency of rural human capital investment under the background of the historical dual segmentation pattern, which cumbered the transform from human resources to human capital swimmingly. To clear up the inharmonic features, the developing countermeasures proposed in this paper are increasing the rural human capital investment, establishing the equilibrium mechanism between the supply and the demand, and eliminating the improper and inharmonic systems and polices as well.
