摘要
主体功能区是国家“十一五”规划纲要率先提出的一个新概念,是一个重要的理论创新。文章在正确认识主体功能区的基础上,分析了主体功能区的操作问题,最后提出主体功能区制度基础建设的建议。
The new concept of corpus function area was first put forward in the outline of China＇s the Eleventh Five- year Plan, which is a theoretical innovation. After analyzing the concept of corpus function area and its operational problems, this paper suggests that its system basis be constructed.
