摘要
人才长期外流是印度经济社会发展中的顽疾,并且折射出了发展中国家人才培养中所存在的两难困境:努力构建与西方发达国家接轨的知识体系,培养符合国际标准的人才队伍,却无法为这些人才提供发挥才能的制度和社会空间,从而导致了大批人才的外流。印度主要是由于历史文化因素、国际交往因素(英联邦成员国)和经济体制因素三个方面的动因,使其人才大批流向国外,尤其流向了与其知识体系相适应的西方发达国家,而精通英语则成了印度人才外流的通行证。
Brain drain has been the Achilles' heel in the course of socio-economic development in India for long, and reflects a dilemma a developing country like India is in while trying every effort to bring up a large contingent of talented persons: she is unable to provide an institutional and social environment for the talented persons brought up at home to bring their talents into full play and, as a result, keep them from flowing abroad while she is trying her utmost to construct an intellectual system that comes into line with those of the Western developed countries and train a large number of talented persons who can meet the international standard. There are historical, cultural, international and economic factors that have led to the flow of large number of well-trained youth out of India, especially into the Western developed countries with intellectual system in line with what they have learned. It needs to mention that English that the young Indian intellectuals master always serve them as permit to go into the Western countries.
