摘要
为丰富运作管理理论及指导企业实践,对应急运作管理的理论框架和关键技术进行了研究。将应急运作管理界定为面向突发事件,对产品生产或劳务提供的全过程进行的响应性管理与控制。提出了应急运作管理的过程,包括制定应急预案,监测与预警,成立应急团队、确定和实施应急方案,评估方案效果,总结与提高。构建了由运作管理内容、应急主体和应急运作管理阶段构成的研究体系。研究表明,合理的应急运作管理体系和过程规划对于企业科学应对突发事件具有重要意义,而鲁棒计划和约束满意优化技术则是应急运作管理中的关键技术。
To enrich the operation management theory and guide the practice of enterprises, emergency operation management (EOM) theory framework and key technologies have been studied. EOM is defined as the responding management and control to the whole process of product manufacturing and service providing facing emergency. The process of EOM, including plan formulation, monitoring and pre - warning, emergency organization establishment, strategies determination and implement, effect evaluation, summary and improvement, is put forward. The EOM theory framework is constructed from aspects of operation management contents, EOM body and stages. The research demonstrates that reasonable planned EOM system and procedure are significant to enterprises dealing with emergency, and robust planning and constraint satisfying optimization are critical technologies for EOM.
