摘要
在中国的社会环境中,由于种种原因,一直未能实现有限政府和形成现代意义上的市民社会。社会主义市场经济体制的逐步完善,为有限政府的实现和市民社会的培育提供了良好的契机,两者的良性互动关系的内涵是:政府维护的普遍利益和社会所捍卫的特殊利益之间实现和谐结合和保持必要的张力。
In China＇s social context, due to various reasons, a limited government has never come true, nor has a civil society been formed in its modern sense. Today, the gradual perfection of the structure of socialist market economy has provided a good pivot for realizing the limited government and cultivating the civil society. The benign interaction implies that there should be a harmonious integration between the general interests the government maintains and the particular interests the society safeguards and there must remain a necessary tension between them,
