摘要
本文从对理性官僚制的分析入手，阐述了其优点和缺点，并在此基础上提出：我国的政府改革应该立足于自身的条件和国情，处于转型期的中国，应该建立的是与之相适应的管理模式——理性官僚制。
The article sets about the analysis of the rational bureaucratic system and illustrated the advantages and disadvantages; and proposes on this basis that our country should carry out the reform based itself and the national conditions. In the transformation period, China should build up the management mode in conformity with it --Rational bureaucrat＇s system.
