摘要作为提高农村生产率重要环节之一的农村水利灌溉设施的改善日益受到政府和有关部门的关注。然而,因为数据等因素的限制,真正有关农村基层灌溉水利资金和基层水利现状的研究却并不多见。该文使用具有全国代表性的两套抽样调查数据,在对农村灌溉的公共投资基本条件进行描述的基础上,通过对灌排项目投资规模、投资分布、投资资金来源等情况的调查分析,得到了如下研究结果:灌溉项目已经成为农村基层的第二大投资项目,富裕省份以村自己投资为主,而贫困省份以上级投资为主,地区之间的差异十分明显。最后,文章剖析了产生地区之间巨大差异的原因。总之,为了继续实现保障粮食安全和增加农民收入的目标,贯彻新农村建设的精神,对真正落实到农村基层的生产性公共投资的力度仍需要进一步加强。
