摘要
循环经济是相对于传统的粗放型经济而言的,是物质闭环流动型经济的简称。循环经济本质上是一种生态经济,以资源节约和循环利用为根本特征。在市场经济条件下发展循环经济,会遇到市场机制障碍、产权制度障碍和政策支撑障碍。为了突破循环经济发展的制度障碍,就需要进行制度创新,探求突破方略。
Circular economy is called substance closure economy simply and is different from traditional crude economy comparatively speaking. Circular economy is a kind of ecology economy with the basic character of resource thrift and circular utilization. Developing circular economy will meet some barriers such as marketing mechanism barrier, property right system barrier and policy supporting barrier under marketing economy. The system innovation and breach strategy must be needed in order to overcome the system barriers of circular economy development.
