摘要
自建国以来,产业发展规划一直是我国政府指导产业发展的重要工具,但目前国内产业发展规划的理论研究已远远滞后于其实践发展。通过研究分析,本文提出了以复杂性科学理论作为产业发展规划的方法论基础,运用综合集成方法作为其逻辑程序;选择适宜的产业经济及区域经济理论作为其理论基础;并以公共政策学理论来规范其决策流程的产业发展规划理论与方法论框架。
Industrial development plan is an important administrative implement, which has been applied by the government to instruct industrial development since our country＇s foundation. However, the theoretical research of industrial development plan lags far behind its practice. Bases on researches and analysis, this paper provides a theory and methodology framework of industrial development plan, which suggests that science of complexity should be its methodological basis, meta-synthesis should be its logic program, appropriate theories of industrial economics and regional economics should be its theoretical basis, and public policy theories should regulate its decision process as well.
